Non-resident lending in Australia is heavily restricted. Many major banks have significantly reduced or removed their appetite for non-resident borrowers. The lenders who do operate in this space have strict criteria around nationality, visa type, income currency, and deposit size.

FIRB approval is required in most cases — and the interaction between FIRB requirements, lender policy, and stamp duty surcharges varies by state and by individual circumstances. This is why the lender selection happens first.
